What happens only in India ? I didn't quite understand that part....

Well sometimes, cellphones are forbidden too in hospitals. But a place without cellphones nor cigarets smoke would really be a sanctuary, not only for birds ! :)

Or maybe the birds are forbidden to call their friends and ear R'nB... Which would be unjustice.

Also note the redundant (wrong in fact) use of 'The' in first instruction!
